About the Framework

A Shared Vision of Prosperity for Cape Breton Island and Mulgrave

Many business and community stakeholders have been working towards developing a shared vision of prosperity for Cape Breton and Mulgrave. The Prosperity Framework is a result of that work and will help to guide and coordinate economic development activities over the next several years for Cape Breton Island and the Town of Mulgrave.

The Framework is based on clear economic evidence and will encompass the preparation of an overall Strategic Economic Framework that strengthens coordination of existing economic development efforts and identifies the region’s best value propositions for building the economy. In essence, the Framework incorporates data from existing economic development work, community strategic plans, stakeholder consultations and other pertinent documents to build an overarching blueprint for economic development opportunities for Cape Breton – Mulgrave.

The Cape Breton Partnership contracted a consulting team led by Economic Growth Solutions Inc., a Canadian consulting firm specializing in economic development strategies, to undertake the work. The consulting team created a two-phased work plan including significant background research and document review, situational analysis and consultations with key stakeholders. Phase two included the development of a common vision, identifying priorities for development, and development of a business attraction plan; outlined target economic development goals and included measurables to ensure targets were met.

Growth Targets
